Mayor Bryant called the meeting to order at 5:30 p.m.

 

 

1. FISCAL YEAR 2020 BUDGET DISCUSSION-VERSION 2

Mr. Freeman discussed the summary of changes as provided in Version 2. This outlines the differences between last version and this version as well as the reason.  Notable changes include:

 

·         Updated Insurance Quotes

·         Addition of Impact Fee Study

·         Removal of items to include them into Capital Improvement Plan

 

The budget is balanced as presented and there are no other significant changes expected. Staff is requesting to cancel the special scheduled September 4^th Budget Workshop. Mr. Freeman announced the September 11^th Tentative Budget and Millage Hearing and the September 23^rd Final Budget and Millage hearing.

 

Page 11, Fund Balance, was heavily discussed with all questions answered.

 

Mr. Burton explained that the consulting fees and maintenance have been increased in the CRA budget because the CRA would like to hire a consultant to manage the projects once they have been completed, i.e. repairs, landscape, etc.

 

In regards to the Olympia Theater incentives, Mr. Burton explained that Code Enforcement will have to issue a violation on    the property and the Special Magistrate would then have to rule; after that, the CRA can withhold up to one year of payments while the property comes into compliance.

 

Mr. Burton will be bringing forward a budget and job description to hire a “second in command” at the CRA for the CRA Board’s approval.
